Responsibilities

PeopleTec is currently seeking a Financial Analyst to support our Huntsville, AL location.

 

Candidate will perform in the capacity of a Financial Analyst on the Security Assistance Management Directorate (SAMD) Foreign Military Sales (FMS) team.

 

Duties Include:

 

  • Assist in the case management of FMS cases for a variety of platforms.
  • The candidate must be able to develop, acquire, integrate, deploy, and sustain enterprise-wide financial and procurement management capabilities using GFEBS to support the Army’s current and future missions.
  • Support financial implementation, reconciliation, and execution to programs in various stages of the FMS lifecycle by utilizing knowledge and experience to analyze and provide guidance regarding all financial aspects of FMS casework to ensure compliance to DOD financial regulations.
  • Provide financial support by managing funds at country, case, requisition, and Primary Category Code (PCC) levels for different countries in various stages of FMS case life cycle.
  • Take responsibility for identifying anomalies, discrepancies, errors, unliquidated obligations (ULOs), negative unliquidated obligations (NULOs), uncommitted funds, residual funds, or other financial conditions that may affect the financial execution of a case. When an issue is identified, develop a detailed assessment and recommendations for correction to necessary stakeholders.
  • Review active cases in execution to identify lines that have been shipped or completed to verify all deliverables have been provided, and correctly billed, identify residual funds, and reduce the line to the Highest Financial Requirement. Provide recommendations on determining how residual funds may be repurposed to support Partner Nation’s unique requirements.
  • Provide a financial review of Letters of Offer and Acceptance (LOAs) between the USG and Partner Nations to verify that required funding types are available on all lines to ensure each customer’s requirements are executed in a legal and timely manner.
  • Participate in planning phases, program presentations, Program Management Reviews (PMRs), Training Working Group (TWGs), etc. with foreign governments, PM Strategic and Operational Rockets and Missiles Project Office (STORM), U.S. Army Tank-Automotive & Armaments Command (TACOM), U.S. Army Communications-Electronics Command (CECOM), U.S. Air Force (USAF), Letterkenny Munitions Center (LMC), Contractors, and higher headquarters such as U.S. Army Security Assistance Command (USASAC) and Defense Security Cooperation Agency (DSCA) with the responsibility of providing input and justifying case management costs to the FMS customers.

 

Qualifications

Required Skills/Experience:

  • Active working knowledge of the General Fund Enterprise Business System (GFEBS) 
  • Travel: 0-5% with possible travel OCONUS 
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements:

  • Bachelor's Degree or 6 years of Equivalent experience

Physical Job Requirements:

  • Travel may be required, both CONUS and OCONUS

Desired Skills:

  • Experience with Army Aviation and Missile Systems is desired.
  • Excellent verbal and written skills required
  • Quick learner with an understanding of Foreign Military Sales, Weapons Systems Acquisition, and coordination of resources among government agencies
  • Highly organized and detail-oriented candidates will be viewed favorably
  • Prior DoD civilian, military, or contractor experience is a plus
  • Special consideration will be made for candidates with experience working with or in foreign countries
